This document is a listing of all of the new Title 5 DSPS regulations. These, together with the Categories and Weights document, and the Allocations memo will assist you with data reporting. This version of the Guidelines was updated by the Chancellor’s Office in 2022.
AB 705 is a bill signed by the Governor on October 13, 2017 that took effect on January 1, 2018. The bill requires that a community college district or college maximize the probability that a student will enter and complete transfer-level coursework in English and math within a one year timeframe and use, in the placement of students into English and math courses, one or more of the following: high school coursework, high school grades, and high school grade point average. All community colleges are required to be in compliance with AB 705 no later than fall of 2019.

This CCCCO resource guide, prepared by experts in the field, provides a comprehensive overview of understanding and serving Deaf and Hard of Hearing students in the postsecondary environment. Originally published in 2012, it has been updated in 2015, 2016, 2017, and 2020 to reflect changes in Title 5 Regulations and to assure that all hyperlinks are still current.
This document is updated annually by the CCCCO. Section 475 provides State Compliance Requirements specific to DSPS audits.
